I am told that it's not a glitch but you have clown face children. The kids design ist more or less random. The only thing that's influenced by the parents is the skin color. But the character is influenced by the parents - if both of them are active, the kid is likely to be active, too.
I think that the way how you treat the kid while it's still a baby influences it a bit, too, but I'm not too sure The clown face is colorful and ugly, but boys can wear a mask, that is mostly white, maybe you had got that. Or create an adult Sim and a kid and move only those two to a Freestreet home. I wrote about Freestreet in my post above but I don't mind telling it again.
